**Arrest-Dismissal of Deputy Sheriff*
On March 9, 2022, Sheriff John Miles was reviewing body camera and vehicle video footage. During the review, violations of Sheriff’s Office policies were discovered during the transportation of an inmate. Sheriff Miles has opened an internal investigation. Inappropriate conduct, which was not physical, had occurred during transportation, as well as a violation of camera policy. The assistant carrier, Jamey O’Brien, was immediately placed on administrative leave. The Georgia Bureau of Investigation (GBI) has been notified and their assistance has been requested.
On March 14, 2022, deputies transported an arrested person in the Sheriff’s Office vehicle that had been assigned to O’Brien. While in transit, deputies discovered documents that reflected payments made directly to O’Brien by a local company for VIN (vehicle identification number) checks. The documents showed a large number of audits, conducted over several years, involving thousands of dollars in payments. Sheriff Miles provided this information to the GBI. VIN checks are used by the State of Georgia to title and register motor vehicles, trailers, boats, etc. This service is provided free of charge by the sheriff’s office. Typically, when deputies respond to a verification call, they verify the VIN through the Georgia Crime Information Center (GCIC) computer system and complete a form provided by the state. Law enforcement officials are trained in the use of the GCIC. It is prohibited and a crime to use the system for personal purposes.
O’Brien was arrested by the GBI on March 18, 2022. O’Brien’s employment with the Candler County Sheriff’s Office was terminated by Chief Deputy Melvin Ivey.
