HPD chief promotes 3 lieutenants to captain: Big Island Now

Hawaii Police Chief Paul Ferreira has promoted three employees from lieutenant to captain, effective August 16, 2022.

Capt. Rio Amon-Wilkins, a 23-year veteran of the department, is now assigned to command the Zone I Criminal Investigations Division encompassing the Zone I Criminal Investigations Section, CIS, Vice and help for minors as well as the crime laboratory. He most recently served as a Lieutenant in the Area I Criminal Investigation Section. Amon-Wilkins began his career as a Patrol Officer assigned to the South Hilo District, then worked in the Hāmākua Patrol before moving to return to the Hilo District where he served as a field training officer. While a Sergeant/Detective, he worked in the Zone I and II Criminal Investigations, Licensing, and Office of Professional Standards sections. After being promoted to Lieutenant, he served in the Area II Juvenile Aid Section and the South Hilo Patrol prior to his final assignment in SIC Area I.

Captain Calvin Delaries is now assigned to Kona District Command. A 20-year veteran of the department, he most recently served as a lieutenant in the Area II Criminal Investigation Section. Previous assignments include working as a Lieutenant in the Kona Patrol, Detective for the Area II Juvenile Aid Section, Sergeant in the South Kohala and Kona Districts, Special Response Team, community police officer, field training officer and patrol officer in Kona.

Captain Akira Edmoundson, who has worked in the department for 23 years, will oversee the Ka’ū district. Prior to being promoted to captain, he served as a lieutenant in Kona Patrol. Previous assignments have included working as a detective in the Area II Juvenile Aid Section, Sergeant in the Kona and Ka’ū Districts, Dog Handler for the Area II Vice Section, Officer field training in Kona and patrol officer.
